General Assembly

The General Assembly is the supreme authority of the ISSF. It is either the ordinary General Assembly to be held every two years or an extraordinary General Assembly upon decision of the Council or a written request of at least one-third (1/3) of the Member Federations having voting rights.

The General Assembly consists of two (2) delegates per Member Federation. If two member Federations represent one country, only one delegate per Member Federation is admissible. 

Only the President, the Vice-President, the Secretary General, the Executive Director or Executive Committee/ Board members can represent their Member Federation at a General Assembly.

The General Assembly has the powers assigned to it by article 6.7 ISSF Constitution. In particular, to adopt and modify the Constitution, to elect the ISSF President, the Vice-Presidents, five (5) members of the Executive Committee, and the Chairmen of the Committees with the exception of the Chairman of the Athletes Committee, to approve the membership fees, to declare the dissolution of the ISSF.    


1907 ISSF Founding and 1st General Assembly

Actions taken at the 1st ISSF General Assembly in Zurich began with the approval of the Constitution drafted by Daniel Mérillon, the first ISSF President. This formally established the L’Union Internationale des Fédérations et Associations nationals de Tir (International Union of National Shooting Federations and Associations).

1907 The meeting in Zurich where the ISSF was founded is recognized as the 1st ISSF General Assembly because the delegates agreed to form a union, adopted a Constitution, approved shooting regulations and elected a President.
